| 内容記述 | 本稿はドイツにおける職業教育と普通教育の関係の現況を浮かび上がらせるために、「生涯学習のためのドイツ資格枠組み」で定められている能力に基づいた職業資格とアビトウアの等級分けをめぐる議論の過程を分析したものである。分析の結果、①資格の等級分けに関与していたステークホルダーの中で唯一、常設各州文部大臣会議(KMK)が学習の成果として習得される能力ではなく、資格の機能面などに基づいて大半の職業資格をアビトゥアよりも低く評価したことによって、KMKとKMK以外のステークホルダーとの間で、職業資格とアビトウアの同等性をめぐって激しい意見の対立が生じたことや、②かかる対立した意見を調整するために開催された会談において、KMKとKMK以外のステークホルダーが資格の等級分けの最終決定を先送りしたものの、従来よりも厳密に能力に基づいた資格の等級分けを将来実施することで合意したことが浮き彫りとなった。以上から、ドイツにおいて職業教育と普通教育の同等性確立の兆しがみられると言うことができる。 | |||||

| 内容記述 | In this article I analyzed the discussion process of the alignment of initial vocational education and training qualifications and general higher education entrance qualification to the levels of the German Qualifications Framework for Lifelong Learning (GQF) in order to clarify the present state of the relation of vocational and general education in Germany. After the GQF Working Group adopted the draft GQF on 22 March 2011 in Germany, they started to align the national qualifications to the eight reference levels of the GQF that each describe the competences required to obtain a qualification. During this process there was a difference pertaining to the alignment of initial vocational education and training qualifications and general higher education entrance qualification to the levels of the GQF between the Standing Conference of the Ministers of Education and Cultural Affairs of the Laender in the Federal Republic of Germany and the other stakeholders that belong to the GQF Working Group. Because the Standing Conference of the Ministers of Education and Cultural Affairs of the Laender in the Federal Republic of Germany aligned on the basis of several functions of qualifications to a higher level of the GQF general higher education entrance qualification than most of initial vocational education and training qualifications. Therefore a top-level conference was held to adjust the differences of opinion with regard to the alignment of qualifications on 31 January 2012. In the end the top-level representatives of the Standing Conference of the Ministers of Education and Cultural Affairs of the Laender in the Federal Republic of Germany and the other stakeholders could not reach an agreement on the alignment of initial vocational education and training qualifications together with general higher education entrance qualification to same level of the GQF. However, they adopted five-year moratorium in order to achieve the equivalence of vocational and general education and agreed that they would decide on the basis of competence-oriented regulations for initial vocational education and training and educational standards for general education all alignment of qualifications to the levels of the GQF again. Hence one can say that there are signs that the relation of vocational and general education change in Germany. |
