| 内容記述 | Otaru City in Hokkaido has become famous as a city for its old canal. Otaru citizens have preserved the canal, despite the City Council’s plan to reclaim it. As a result of overturning the City Council’s plan, and keeping the canal, the city was able to revitalize the tourism-based urban planning. This case reveals it is important for citizens to take part in town planning. Similar to other cities in Japan, Otaru City could not avoid the decline and hollowing out of its city center. City centers and central shopping streets have been encroached by the suburban large-scale retail stores. In this research article, the town planning and the revitalization of the city center in Otaru City are analyzed and reported on as a case study. |
