After American ethicist Hugh LaFollette proposed the claim in 1980, the active arguments of the pros and cons have been developed in the United States.\nHowever, it is probably appropriate to remain his assertion as thought experiment level because it is extremely unrealistic. Therefore we have to seek alternatives of licensing parents, which can put less restriction on parental rights and also can protect from child abuse in advance.\nSo in this paper, I analyze American child psychiatrist Jack C. Westman's claim of preventing adolescent parenthood.
