In this paper the author reports his own experience in the rural development program jointly organized by Kagoshima prefecture and the International University of Kagoshima. The program is constituted by the walking event for villagers for finding the village’s good points and bad points and the several workshops for talking for planning how to develop and utilize the good points and how to improve the bad points. This is originally aimed to enhance the ability of residents to govern themselves and to organize the activity for conservation of the rural environment. In 2009 Kagoshima prefecture proposed a plan to the International University of Kagoshima to make the students participate in the program to stimulate the residents to reach a brand-new idea and they started the cooperation.
